"Pursuant to the August 2019 Complete 540 Settlement Agreement, all NCDOT projects for which a NEPA Environmental Assessment (EA) or Environmental Impact Statement (EIS) is being prepared and a preferred alternative has not been selected prior to January 1, 2021, will complete a quantitative greenhouse gas analysis. A separate Air Quality Report addresses the federal air quality requirements for preparation of an EA"--Page 5.
